Objective

Develop a 4-story project providing 39 modern energy-efficient residential apartments, 2 ground level retail spaces and covered parking.

Provided civil & site design, regulatory permitting, and construction administration.

As part of the developer's intent to comply with the City of Portland's smart growth initiatives, Blais Civil Engineers was retained to provide civil and site engineering services in preparation for their site plan application. West End Place is a mixed-use structure including ground level retail space and covered parking with residential space planned for the upper 3 stories. This project complements the neighborhood in its aesthetic design and functional use.
